Minors could be permitted to work in service and manual jobs under new draft law

The Ministry of Employment has drafted a resolution regulating the employment of students under the age of 18. The document outlines the permissible types of work and employment conditions.

The Ministry of Employment and Poverty Reduction has published a draft government resolution concerning the regulation of student labor.

The draft was developed in accordance with the Labor Code of the Republic of Uzbekistan and aims to protect the labor rights of students in general education, secondary specialized, and vocational institutions. These students are permitted to perform light work during their free time, provided it does not harm their health or moral development and does not interfere with their education.

The document includes a list of 40 types of light work and professions that minors under the age of 18 may engage in. These include waiter, barista, watch repairer, hairdresser, dishwasher, sales assistant, packer, goods wrapper, loader, wood carver, mosaic artisan, shoe cleaner, among others.

Teenagers aged 15 to 16 may be employed only with the written consent of one parent (or legal guardian). Termination initiated by the employer is only allowed with the consent of the employment authority.

Minors must also undergo training in safe working methods and pass a knowledge assessment before being allowed to work. Those who do not complete the training and briefing are not permitted to work.

Additionally, the document sets standards for working hours and work weeks, limits on lifting and moving heavy loads, rules for annual paid leave, and wage payment conditions.

The public discussion of the draft resolution will continue until May 23.
