Senate approves tougher penalties for disobeying police and National Guard
At the latest plenary session of the Senate of the Oliy Majlis, senators approved a law introducing amendments to several articles of the Code of Administrative Responsibility.

According to the report, there has been a noticeable increase in cases where individuals refuse to comply with the lawful orders of officers maintaining public order and safety. Specifically, in 2021, 56,474 such violations were recorded; in 2022, the number rose to 88,401; in 2023, it reached 88,988; and in 2024, 85,278 cases have already been registered.
In response, the following amendments are proposed to the Administrative Responsibility Code:
- Non-compliance with lawful orders of officers from internal affairs bodies or the National Guard will result in a fine of 5 to 12 times the base calculation unit (currently set at 1 time the BCU);
- If the same offense is committed again within one year after administrative action has been taken, the penalty will increase to a fine of 12 to 30 times the base amount (currently 15 times), or up to 15 days of administrative detention.
The Senate approved the bill, which has now been sent to the president for signing.
