President slams land sales to developers at the expense of public spaces, orders restoration of green areas misused for construction

President Shavkat Mirziyoyev has sharply criticized local authorities for allowing green zones, sports grounds, and children’s playgrounds to be repurposed for construction. He instructed responsible officials to identify every case where such areas have been given away for other uses and to restore them to their original public functions.

During a meeting on June 16, the president expressed concern that not a single local leader in Tashkent or other regional centers is focused on finding empty spaces to create more green areas, public parks, sports grounds, or fountains where people can enjoy clean air and leisure.

He noted growing public dissatisfaction with the fact that existing sports grounds, playgrounds, and green zones between apartment blocks are increasingly being handed over for construction.

As an example, he pointed out that although a directive was issued to allocate adjacent land around all multi-storey residential buildings to management companies, a May 5 decision by the Tashkent city mayor limited this to only the land beneath the buildings of 9,802 apartment blocks, registering just those sections in the cadastral records.

“The goal is obvious — to sell the rest of the land to developers for construction! Where is the oversight? Where is the rule of law?” said the president.

He instructed Deputy Prosecutor General Salom Samadov and Justice Minister Akbar Toshqulov to work with “Uzbekcosmos” and the Cadastre Agency to identify all cases where green zones, sports facilities, or children’s playgrounds were transferred for other purposes, and to ensure they are restored to public use.

The president also called for a review of decisions by regional governors regarding the allocation of land near apartment blocks to management companies, with the goal of annulling any that violate the law.
