Government to enforce QR-code passports for all construction projects from September
Starting from September 1, Uzbekistan will introduce mandatory QR-code passports for all construction sites. These passports will allow the public to access key information about the developer, project design, and construction timelines. Additionally, as part of a pilot program, video surveillance cameras will be installed at construction sites funded by the state budget in Kashkadarya region.

According to a presidential decree dated April 14, the use of QR-code passports will become compulsory for every construction project. Through the QR code, users will be able to obtain information about urban planning stakeholders, construction deadlines, planning documentation (such as design sketches), and approved expert evaluations.
President Shavkat Mirziyoyev, announcing the reform scheduled for September 2024, emphasized that any construction without a QR-code passport will be deemed illegal.
The decree also prohibits certain alterations in apartment buildings that violate urban planning standards. These include modifying or demolishing structural elements and load-bearing walls, especially when such actions could negatively impact the building’s earthquake resistance.
Beginning July 1, all drinking water supply and wastewater disposal systems must undergo mandatory technological audits based on contracts. From the same date, regional inspectorates will gradually launch Construction Site Online Monitoring Centers.
As a pilot initiative in 2025, newly built projects in Kashkadarya region funded by the state budget will be equipped with surveillance cameras.
To enhance state oversight in the construction and housing-communal services sectors, authorities will use mobile video cameras (bodycams) and special tablets. The collected data will be transmitted directly to the Online Monitoring Center for Construction Projects.
