Uzbekistan postpones introduction of penalty points for traffic offenses

According to the Road Traffic Safety Service, the government resolution concerning the procedure for calculating penalty points is still “under development.” Once the document is finalized, the exact date for the introduction of penalty points will be officially determined.

The Ministry of Internal Affairs' Road Traffic Safety Service has denied reports claiming that a penalty points system for drivers will be implemented starting from May 1.

"Penalty points will not come into force from May 1. The normative legal document regarding the procedure for calculating penalty points is currently being developed in accordance with established regulations. Therefore, the exact procedure and timeline for assigning penalty points for traffic violations will be determined after the relevant legal document is approved," said Zoyir Yoldoshev, spokesperson for the Road Traffic Safety Service.

Under the law signed on February 20, 2025, it was stipulated that penalty points would be recorded for traffic violations. However, the law states that the Cabinet of Ministers must define the specific procedure for this mechanism.

On March 20, the Ministry of Internal Affairs submitted a draft government resolution for public discussion. According to the draft, penalty points would only be assigned based on administrative reports officially issued by Road Traffic Safety Service officers. The accumulation of penalty points would be managed automatically through the "E-jarimaball" module, eliminating human involvement.

According to the draft, the following penalty points would apply for specific violations:

  • 0.5 points for using vehicles with mirrored or tinted windows that do not comply with technical regulations or lack the required permits;
  • 0.5 points for exceeding the speed limit by no more than 20 km/h;
  • 1 point for exceeding the speed limit by more than 20 km/h but not more than 40 km/h;
  • 1.5 points for exceeding the speed limit by more than 40 km/h but not more than 60 km/h;
  • 2 points for exceeding the speed limit by more than 60 km/h but not more than 80 km/h;
  • 1 point for running a red light;
  • 2 points for driving into oncoming traffic lanes or sections, especially if it results in a hazardous situation;
  • 2 points for leaving the scene of a traffic accident.
